Credit card debt reduction. Any truth to holding off payments for 6 months to get a reduction on what's owed?

Into the banks for 30M. Hoping for a negotiation/reduction to pay them off and get fiscally sound again! Payments along with regular bills just to much. Suggestions and intelligent one please?
