Cant figure ot what to do next on oblivion some1 help plz?

im on the path of dawn quest and the description of it is "tar-meena hs discovered the message in the book: green emperor way where tower touches midway sun" i should go to green emperor way by the imperial tower and see what can be found. what di i do??
