Isn't the War on Drugs Retarded?

In 1968 the Police told me "In 30 or 40 years you will never see any drugs anywhere". Well, here I am 62 yrs old and 40 years have gone by and there are more drugs in my area than 40 years ago. After billions of dollars and police officers being killed they ( Police ) have not made a dent in the supply. Not one bit. The Officer who arrested me is now 91 years old and even he says "The war on drugs is a waste".
