Why are the catholic clergy not imprisoned for their crimes or put in mental state facilities?

Rapist and child molesters are sentenced to prison for a certain amount of time and are required to attend programs to control their impulse. Some are released from prison with stipulations to attend anger management, AA or NA programs, etc. and have to register as offenders. Why does this not apply to the catholic clergy?
